IMPACT & EVIDENCE

Measuring change with evidence, not assumptions

CyberEnergy Commons evaluates community-energy projects through verified technical, operational, community and environmental evidence. Impact is treated as a process that develops over time—from installation and service use to measurable changes in reliability, livelihoods, participation, learning and long-term sustainability.

Our impact framework

We examine impact across interconnected domains rather than relying on a single measure of success. This helps distinguish immediate project outputs from longer-term outcomes that require sustained monitoring and evaluation.

Energy & Technical Performance

Renewable-energy generation, storage performance, system availability, energy use, reliability and operational efficiency.

Productive Use & Livelihoods

Cold-chain services, device charging, enterprise activity, avoided losses and opportunities enabled by reliable energy access.

Community & Governance

Participation, user experience, service accessibility, local governance, operation, maintenance and community ownership processes.

Sustainability & Learning

Environmental performance, resilience, maintainability, evidence generation, system adaptation, replication and long-term scalability.

Current evidence status

The Gui Community Energy Project is currently generating the operational and community evidence required for formal impact assessment. Accordingly, the indicators below describe the present evidence stage and should not be interpreted as final impact findings.

Operational system

The pilot energy and service infrastructure is operational and being used within the community.

Community assessment

Baseline data collection is underway to establish reference conditions for subsequent comparison and evaluation.

Technical monitoring

Inverter and environmental monitoring systems are active, while integration of validated data into the public web platform is under development.

Impact evaluation

Formal outcome assessment will follow sufficient operational observation, data validation and follow-up community evidence.

How impact is measured

Impact assessment combines technical monitoring, service-use records, community evidence and longitudinal comparison. Indicators are interpreted in context and are only presented as verified findings when the underlying data, timing and method are sufficiently robust.

Technical performance

Energy generation, storage behaviour, load patterns, system availability, equipment performance and environmental operating conditions.

Service utilisation

Cold-storage use, device charging, service frequency, operating patterns and other evidence of productive energy use.

Community outcomes

Baseline and follow-up evidence relating to user experience, access, participation, livelihoods, governance and perceived benefits or constraints.

Long-term sustainability

Maintenance, local capacity, governance arrangements, system resilience, adaptation, affordability and potential for replication or scale-up.

Indicator reporting

CyberEnergy Commons uses structured indicators to track project performance and emerging outcomes. Indicators may be reported as measured values, trends, verified milestones or evidence-status statements depending on the maturity and quality of available data.

Measured

Supported by validated quantitative data.

Verified

Confirmed through documented project evidence.

Data collection ongoing

Data are being collected but are not yet sufficient for final interpretation.

Planned

Indicator has been defined but measurement has not yet commenced.

Evidence & verification

Public impact information is released conservatively. Evidence is reviewed for data quality, source, timing, permissions and relevance before being presented as a verified project finding. Preliminary observations, internal records and incomplete datasets may support research and project management without being treated as public impact claims.

Absence of a published value does not necessarily indicate absence of activity; it may indicate that monitoring, validation or approval is still in progress.
